Senate Republicans Support President's Proposal to Replace Affordable Care Act

US senators are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Growing Consequences of Federal Closure

The impact on Americans from the lengthiest closure of the US government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Florida Resort

As weekend session got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators welcomed the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We will replace this broken system with something that is truly better for the consumer," one senator stated.

Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We must stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition senators expressed alarmed responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of centrist lawmakers to terminate the closure in return for a future vote on the ACA payments.

One Democratic senator, who is leading the talks among moderates, said that Democrats "need another way ahead" after Republicans turned down an offer to restart the government and continue the subsidies for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the future of the subsidies.

"Inaction is derelict because people will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."

Political Situation

None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the idea of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some observers indicated that the core of such a plan would remove the ACA's requirement that insurance companies cover patients with existing health issues.

After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
